The place where a crime drama is set is very important. in shows like whitechapel it is delibratly set there for a reason (whitechapel was known for having jack the ripper a serial killer that has never been caught after killing upto 23 people). With in a setting there are subsettings like london is split by Luther that has the hard rough working class side of london and sherlock that has the posh upper class. The crimes set within luthers areas are more likely to be physical and more gory where as Sherlock crimes would be clever and glamourous this reflects on the audience for shows.
By using these settings these setting they become relevant to diffrent classes eg luther would be a working class man's show whereas sherlock would more likely be for upper class well educated viewers.
